Kasturba Gandhi Balika Vidyalaya Scheme

Kasturba Gandhi Balika Vidyalaya Yojana was started by the Government of India in the year 2004-05. The target of this scheme is the girl child of Scheduled Caste, Scheduled Tribe, Backward Caste and Minority community and families living below the poverty line in educationally backward development blocks, who have dropped out without completing school education. These schools were established to provide schooling (classes 6 to 8) along with residential arrangement to the never enrolled. The financial participation of the Government of India and the State Government in this scheme is in the ratio of 60:40. Approval has been given by the Government of India for up-gradation of 434 Kasturba Gandhi Balika Vidyalayas from class 9 to 12, against which 56 Kasturba Gandhi Balika Vidyalayas have been upgraded from class 9 to 12 by providing residential facilities to girl students.

Kasturba Gandhi Residential Girls School: Introduction

In the year 2004-05, 746 Kasturba Gandhi Residential Girls Schools were established in the educationally backward development blocks of the state to connect the disadvantaged girls / Out of School / Never Enrolled girls with the mainstream of education.

In these schools, there is a provision to give admission to the extent of 25 percent to the girls belonging to Scheduled Castes, Scheduled Tribes, Minorities and Backward Classes and to the extent of 25 percent to the girls of the families living below the poverty line.

Enrollment

Against 79600, 78552 girls are enrolled in KGBV.

By the mandate number-1004/68-5-2019, Basic Education Section-5, dated 27.11.2019, if eligible girls of minority category are not available, up to 75 percent limit prescribed for girls of SC, ST and OBC cadre and remaining 25 percent general Arrangement was made for 100% enrollment of girls from BPL families.

Upgradation of Kasturba Gandhi Girls Schools

In the year 2022-23, 08 Academic Block, 12 Girls Hostel and 09 Academic Block + Girls Hostel, a total of 29 KGBVs are proposed for upgradation. The rates for the proposed buildings are as follows: -

  • Academic Block Unit Cost - Rs 236.83 Lakh
  • Girls Hostel Unit Cost - Rs.287.07 Lakh
  • Academic Block + Girls Hostel Unit Cost - Rs. 523.90 Lakh

Safety Measures:

Action has been taken by the district to appoint 2 women home guards or PRD personnel in all schools as per mandate number-1023/68-5-2019 dated 03.12.2019.

A watchman has been appointed with the provision of boundary wall, guard room, CCTV camera and biometric face reader.

Maternity leave-

Government Order No.-2071/68-5-2019 dated 30.12.2019 provides facility of 6 months maternity leave to female teachers working in Kasturba Gandhi Residential Girls Schools.

Inspection system:

Government order number-1023/68-5-2019 dated 03.12.2019 Arrangement of continuous inspection of each school through the divisional and district officers-

1 Inspection of every KGBV operated in the district once in a month
2 Inspection of minimum one KGBV per month in each district of the concerned circle.
3 Inspection of minimum four KGBVs of the respective districts in every month
4 inspection of each KGBV twice in every month

In addition to the above, inspection of the districts is done by forming a team of officers of the State Project Office and mid-day meals.

Infrastructure facilities-

CCTV camera, incinerator, inverter, beds, biometric, fan/cooler, toilet and bathroom (with tiles), permanent electricity connection, fridge, washing machine, computer, generator, bedding, firefighting equipment, guard room, classroom.

Residential facilities

Provision of hostel for girls' accommodation, scholarship, beds, library/activity room, kitchen and restaurant, arrangements of RO for safe drinking water, daily use items like oil, toothpaste, soap, shampoo, sleeper, under garments, sanitary pads etc., teaching material-text-books, stationery & school bags, uniform, sweater, shoes-socks.

Innovations being done for quality promotion:

English-

Training is being done by 3063 teachers/teachers on the module available on Diksha App developed by Anglo Language Training Institute, Prayagraj for capacity building of teachers to teach English language to girls in a simple way.

Mathematics-

In order to teach the subject of mathematics to the girls in a simple and interesting way, in coordination with Khan Academy, the program is conducted after the capacity building of the teachers, in which 58000 girls are registered and 11020 girls are actively doing practice work.

Science-

In collaboration with IIT Gandhinagar, Gujarat, the process of approval of MoU on action plan for modules, workshops and meetings is in progress in every KGBV to teach science subject to girls in an interesting manner.
