Vidya Samiksha Kendra in the state of Uttar Pradesh run programs towards achieving a diverse set of objectives in the context of school education. Regular reviews by the leadership ensures that programs are on track as well as identifying gaps for improvement. The data captured while operationalising programs when shared with the hierarchy basis based on their roles helps them track progress and facilitate decisions making and instructs/actions striving the units quality improvement under the Program. In order to enable review-act/improve-track cycle of programs state have a need to:
• Bring synergy in the work being done by various ecosystem partners (e.g.: NIC, NGOs and other partners) and existing programs to drive the Centre/State’s agenda and key programs/initiatives
• Integrate data from different datasets (data sources) to drive specific actionable insights. For eg: understand the performance of students in formative/summative assessments and initiate action across learning outcomes and geographies.
• Deep dive into enrolment & attendance data of students along with migration to see it’s correlation with learning outcomes across geographies.
• Distribute the ability to resolve issues/problems by allowing visibility of various metrics across the administrative chain enabling faster and democratic decision-making.
• The first layer is about identifying existing datasets, which may together via an ‘emit’ process. The ‘emission’ process enables data to be ‘beamed’ automatically rather than on an ad-hoc/request basis by the IT teams of the state.
• The state creates applications, which collect data digitally at different time-periods based on their program and needs. These datasets referred to existing datasets in the context of CCC. Most common examples can be - Student/ Teacher attendance, Student performance (formative/summative), School Infrastructure, UDISE, School Monitoring etc.
• Enabling ‘emission’ in existing datasets - processing, analysis, aggregation and visualization of existing datasets enable without making any changes to its working of collection, processing and storage of data. An emission ready format of existing datasets can be further be consumed by and enable data integration which is key to creating database insights
